Scott A. Billey

After completing law school, Scott began his career at a sports management firm but quickly realized it wasn’t the right fit. A blind newspaper ad ultimately resulted in him becoming PLUS’s second employee in 2002, where he found a lasting opportunity that aligned with his interests and strengths. Over two decades later, Scott remains a key leader at PLUS, helping to shape the organization’s operational success.

As Chief Operating Officer, Scott oversees daily operations, drives process improvements, and supports the CEO and Board of Directors in achieving strategic goals. His long tenure with PLUS and curiosity around new ideas and technologies have made him a driving force behind innovation and efficiency within the organization.

Scott is proud of the strong, positive culture he’s helped foster at PLUS, one that has resulted in exceptionally low staff turnover and a deeply collaborative team. He leads with integrity, prioritizing honesty, transparency, and support as guiding principles in his work.

Outside the office, Scott has spent over 16 years as a hockey coach and currently coaches high school hockey in Minnesota. He values the energy and camaraderie the sport brings and appreciates the lasting relationships he’s built with colleagues and members throughout his time at PLUS.
